Over a distinguished career spanning from December 2016 to June 2023, Russ served as an Investigative Supervisor, overseeing a team of ten Probation Officers assigned to various federal agencies. Under his leadership, these officers, each holding SECRET Clearance, played a critical role in apprehending fugitives across North Carolina.

Russ’s expertise extends to specialized K9 operations, where he was responsible for the training and management of six K9 teams positioned in strategic locations statewide. His commitment to multi-agency collaboration was evident during his tenure as a Special Task Force Officer with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in Raleigh, a role that also required SECRET Clearance.

In times of crisis, Russ has been a pivotal point of contact for North Carolina Emergency Management deployments. As a Criminal Justice Trainer for North Carolina, Russ has been instrumental in preparing staff for roles within the state’s Emergency Operations Center at the NC Joint Force Headquarters. He supervised a team of eighty staff members deployed throughout North Carolina, ensuring effective response and support in times of emergency.

Prior to his supervisory roles, from August 2014 to December 2016, Russ served as a Probation Field Training Specialist with the NC Department of Public Safety, further cementing his reputation for dedication, operational excellence, and leadership in public safety and emergency management.
